Let's graph the quadratic function f(x) = -2x^2+12x-13. Enter this expression as Y1, then try a standard graph.

Observe that the graph is a parabola. A comprehensive graph of a quadratic function should show all intercepts and the vertex (minimum or maximum point). With a standard window we can see both x-intercepts and the vertex, but not the y-intercept.
